Planning in protracted crises and complex emergency environments (PCCE) presents unique challenges and opportunities. This webinar will provide a platform for National Society PMER representatives and operations/programmatic focal points to:

Share experiences on longer-term planning in PCCE contexts
Discuss how existing tools (e.g., Unified Planning, PNS/External tools) support planning processes
Unpack challenges and gaps in current planning approaches
Explore the findings and recommendations from the PCCE study and workshop report and discuss how they can be applied to strengthen planning practices

This short document presents the findings of a 2023 IFRC research study focused on enhancing the delivery of services in PCCEs. The document also provides an overview of the first global workshop on PCCEs held in January 2024, which discussed operational challenges and strategies for effective responses.

Learning from RCRC Assistance in PCCE - Report

The IFRC secretariat commissioned a research study in 2023 to improve its institutional understanding of PCCEs.
 

This study comprised more than 70 informant interviews across a broad range of stakeholders and 38 operations in  17 countries.

IFRC PCCE WORKSHOP

Over three days in January 2024, participants from the IFRC network, ICRC, and external partners convened to review findings from a global study and initiate more structured efforts to address challenges in Protracted Crises and Complex Emergencies (PCCE). During this intensive collaboration, they identified shared obstacles, exchanged best practices, and outlined actionable steps to enhance the Red Cross and Red Crescent Movement's effectiveness and accountability in these challenging contexts.
